The Plot is dumb, all the Americans have to do is to make sure that the Russian Cosmonauts don't make it back from the moon. By creating a debris field in way of the Russian re entry path, either by launching and detonating a warhead with unmarked parts or simply by capturing a soviet Satellite and put in the path of the re entry vehicle. Then launch another mission to the moon, make sure the US Astronauts make it back and celebrate that accomplishment. Put some films and TV Series into mind of the people underscoring that and still have your triumph over the commies.

No, all traces would be gone because they would be vaporized in the atmosphere. Good luck finding conclusive proof for that accusation. If the Soviets would do that, despite the lack of evidence the Americans will simply say that the death of their Astronauts is sabotage by the Russians. Also doesn't have to be an American rocket France has at the time the technology to do it, and is in NATO. Detecting a rocket launch at the time is also not possible, the Russians simply loose contact. And thus have no heroes to celebrate.
