And they are mostly empty, pretty much everyone lives close to the sea or at low elevations. Pretty much all inhabited areas in Portugal have very mild winters.
But that's common for Halifax, a dew point of 16C is normal for august, see https://weatherspark.com/averages/28270/Halifax-Regional-Municipality-Nova-Scotia-Canada
It's not the temperature per-se. It's the goddamn humidity.
I can't walk five minutes down the road without the underarms of my t-shirt becoming a sweaty mess.
Okie, then I concede that I don't understand what the dew point really means. Please educate.
The dew point tells you when will dew appear if pressure remains constant, so it's always lower than the current temperature (and only equal to it when humidity is exactly 100%). The higher it is, the closer something will feel like a sauna. Usually, 0-5 or less feels dry, 5-10 feels good, 10-15 is ok-ish, 15-20 is uncomfortable, 20-25 is muggy shit, 25-30 is hell, 30-35 is actually dangerous and over 35 is deadly, your own body heat will slowly cook you to death. You can calculate it here: http://www.dpcalc.org/
