In a murder case, a murder has been actually committed.
You want a metaphor, imagine that you get jailed not because you murdered someone, not because you ever planned to murder someone, not because you are involved in any murder or planning thereof, but because the court figures that if you were to hypothetically commit a murder against someone you'd have a 1st degree motive for it.

When you murder someone you are convicted because you committed a crime not because of your motive. This is different. There is no crime in the first place. Having a belief/thought is now a crime itself (thoght-crime).

You should read up on law. It's much more arbitrary than you think. There are all sorts of laws that are phrased something like 'if a reasonable person thinks...'

Even more, you actually don't have to have 'wrong' thoughts, by this law if outsider person believed that you might (while might not) have any thoughts then your are guilt.

So if you do literally nothing, just are sitting in your room and glare at a wall, but then if a junior from a mall where you were just once couple of years ago suddenly believed that you must be have any hatred against him because you probably are deliberately neglecting him and because of that he didn't saw you for more than a year, then you must be imprisoned because obviously by someone's opinion you could have some prejudice against Mohamed the janitor.
